The parents are named as Stephen Thomas & Mary Ann BODILLY, but the mother was almost certainly Stephen's first wife, Alice MUSSETT. Alice died in the same quarter (Sep 1889) that Bertram Stephen Thomas was born, presumably due to complications arising from the birth.

[11303] Notes: Alfred George WEBB & Emily Jane SAUNTER appear not to have married. This was probably due to the circumstances surrounding the death of Emily Jane's late husband Henry J K STOYLES, who had drowned in the Thames. When a person dies through drowning, no death certificate can be issued without a body, and then the spouse has to wait seven years to prove being a widow/widower. It is almost certain that neither Emily Jane, nor her new partner Alfred George WEBB, could have afforded the legal fees to prove she was a widow - so they remained unmarried. Also, following the death of her husband, Emily would probably have been receiving a pension from the docks, which she would have lost if she had married again. This would have been a further disincentive to any marriage plans (information supplied by Vera Bailey)
